The Naval Air Warfare Center, Aircraft Division, Joint Base McGuire-Dix-Lakehurst, NJ (NAWCADLKE) intends to negotiate on a sole source basis with Yanos Aerospace. Yanos Aerospace is the sole designer, developer, of the software and control system operating the GTE/APU Test Cells at Fleet Readiness Center East (FRCE), Cherry Point, NC 28533. The Government does not own the data rights or source code for Yanos Software suites. Since Yanos Aerospace solely owns the source code and maintains all the data rights for the various EngineTest software application Yanos is the only provider that can meet the requirements of the Government. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis to Yanos Aerospace under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement.
