The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a sole source contract for the procurement of six (6) each of Part Number B19761AA, Personalization Bench and Milling Machines (PBMM) and thirteen (13) each of part number B19757AA Harmonization Benches (HM) to support the UH-1Y and AH-1Z Domestic and FMS Czechoslovakia helicopter programs. The anticipated award will be made to Thales Defense and Security Incorporated (TDSI) (CAGE 23386). TDSI holds the proprietary rights to the drawings, specifications and data necessary to provide the required support equipment for the testing and installation of the PBMM and HM. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to procure on a sole source basis to the Original Equipment Manufacturer, Thales Defense and Security, Inc., CAGE 23386. The procurement is for a quantity 13 of the Harmonization Benches (HB), P/N: B19757AA and a quantity 6 of the Personalization Bench and Milling Machines (PBMM), P/N: B19761AA. These items are Support Equipment (SE) for Optimized TopOwl (OTO) Helmet Mounted Sight and Display (HMSD) systems installed on Marine Corps AH-1Z and UH-1Y aircraft. The proposed action is for hardware for which the Government intends to solicit with only the OEM under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Responsible, interested parties, however, may identify their interest by submitting a capabilities statement. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
