The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to procure on a competitive basis, from qualified vendors, the design of improvement solutions, assembly, and installation of hardware, software, computer system, and all associated material to upgrade the Proprotor Gearbox (PRGB) Test Stand, P/N 18D11062-1. The PRGB Test Stand is used at the Depot level of maintenance for V-22 aircraft at Fleet Readiness Center, East. The test stand experiences unacceptable rates of failure and lengthy maintenance times. The Reliability & Maintainability of the PRGB Test Stand can be improved with changes to the torque and temperature measurement systems, oil control and monitoring system, heat exchanger system, water and oil plumbing, and re-written software. Interested vendors should submit their capability statements and any other pertintent information to kimberley.bock@navy.mil by the close date of this pre-solicitation notice, 15 July 2020, for review. Content should be limited to ten (10) pages. The intention is to competitively award this requirement as a 100% Small Business Set-aside resulting in a Firm Fixed Price award. Delivery will be F.O.B. Destination. Award will be made to the responsible small business whose proposal is technically acceptable and in full compliance to all other requirements set forth in the solicitation and the lowest priced. The Government will release the solicitation, including any subsequent amendments, on the beta.SAM.gov website. No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all the amendments.
