The Naval Air Warfare Center, Aircraft Division, Joint Base McGuire-Dix-Lakehurst, NJ (NAWCADLKE) intends to negotiate on a sole source basis with Sytronics Inc., Cage Code: 1EE69. The Fleet Readiness Center Southeast (FRCSE), located in Jacksonville, FL, is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components. Engine testing is currently performed in FRCSE’s Kemen test cell for various aircraft engines and requires upgrades to integrate capability to test J-85 engines. This integration capability involves upgrades to existing test cell software, data acquisition systems, and hardware including two existing master and slave load cells. The existing test cell operates on ProTECS 3.2 software; this software does not currently have capability to test J-85 engines. Upon completion of the required upgrades, FRCSE will attain ability to integrate J-85 engines into the Kemen Test Cell. Sytronics is the sole designer, developer, of the hardware and software and control system specifically desgined to test numerous jet and turbofan engines. The Government does not own the data rights or source code for Sytronics software. Since Sytronics solely owns the source code and maintains all the data rights for the various Engine Test software and hardware applications, Sytronics is the only provider that can meet the requirements of the Government. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
