The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a Firm Fixed Price contract, on a sole source basis, with Laser Mechanisms, Inc., CAGE 0N076, 25325 Regency Dr Novi, MI, 48375-2159 using FAR Part 12 and FAR Part 13 procedures. The Laser Beam Profiler must meet the requirements in the attached Laser Beam Profiler Specification. Only PRIMES GmbH is known to the Government to manufacture a unit that meets the Government’s requirement. PRIMES GmbH does not sell directly into the US. PRIMES GmbH has only one known authorized distributer in the United States: Laser Mechanisms, Inc. The procurement is for the following items manufactured by PRIMES GmbH: PL101000014 FOCUSMONITOR FM+ w/TRANSPORT CASE 101001025 DETECTOR UNIT DFIG-PS+ 101002202 MEAS TIP Nd:YAG HIGH DIV PL130000004 PM 48 FOR NIR - LASER w/CASE The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, that if received by 11:00AM EDT on 16 June 2020 shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Responses to this notice must include the company name, point of contact, address, area code and telephone number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
