The Naval Air Warfare Center, Aircraft Division, Joint Base McGuire-Dix-Lakehurst, NJ (NAWCADLKE) intends to negotiate on a sole source basis with Pratt & Whitney, Cage Code: 52661 to provide the Government’s requirement of E-6B APU Tooling in support of Fleet Support Team (FST) located at Fleet Readiness Center East (FRCE), Cherry Point, North Carolina. The requirement of 112 line items of tooling is for a new capability for Auxiliary Power Unit (APU) Depot capability standup. The tooling is required for stand up of disassembly and assembly of the APU. The Pneumatics FST does not currently have E-6B APU Tooling for disassembly and assembly of the APU. The FST at FRCSE does not have the capability to provide the services. Pratt & Whitney is the sole designer, developer, of the required E-6B APU Tooling and is the sole owner of all intellectual property, which includes the technical manuals and tool drawings, as well as the basic design engineering data necessary for the Government’s requirement. The Government does not own the data rights or source code for required tooling. Since Pratt & Whitney solely owns all intellectual property, technical manuals and tool drawings, Pratt & Whitney is the only provider that can meet the requirements of the Government. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
