This is a notice of intent to negotiate and award a sole source contract pursuant to 10 U.S.C 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. This synopsis is for information purposes only however, all responses received by the stated response date will be considered by the Government. The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWC-AD LKE) intends to negotiate and award, on a sole source basis, a five (5) year, Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract to Insitu, Inc. (CAGE: 02FP7) a large business located at 118 E Columbia River Way, Bingen, WA 98605-9086, for the production and delivery of the Air Vehicle Starter Assembly, Part Number (P/N) 021-000075-002, for the RQ-21 Blackjack Unmanned Aircraft System (UAS) Program. The Government’s requirements are as stated in the attached Statement of Work. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit their technical capability, which shall be considered by the NAWC-AD LKE. The Government will not pay for information received. The Government retains the right not to compete this requirement based on responses to this notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. No solicitation will be available for this procurement.
