The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ (NAWCADLKE) intends to negotiate on a non-competitive basis a five (5) year Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract with Hughey & Phillips LLC. for the production and engineering support of the Expeditionary Airfield (EAF) CAT I IFR/VFR Approach Lighting System developed under contract N68335-18-C-0573 to fulfill the United States Marine Corps (USMC) requirement. Combined with the appropriate Air Traffic Control Services, a Category I (CAT I) Precision Instrumented Flight Rules (IFR) /Visual Flight Rules (VFR) Airfield Lighting System will allow the Marines to operate in Visual Flight Rules and CAT I Instrumented Flight Rules meteorological conditions. Additionally, the system provides compatibility with all AN/AVS-9 (Class B and C) Night Vision Device (NVD) systems. The Government intends to negotiate the above contract under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Hughey & Phillips LLC. is the original developer of the Approach Light System developed under the previous contract and maintains specifically negotiated rights. This is not a request for competitive proposals. A determination by the Government not to open this requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
