REQUIREMENTS 2.1 General One climatic chamber capable of performing the following MIL-STD-810H tests with additional requirements listed: 501.7 – High Temperature 180C or higher maximum temperature 502.7 – Low Temperature -50C or lower minimum temperature Dry-air function for dehumidification at sub-freezing temperatures 505.7 – Solar Radiation 1300 W/m^2 or higher maximum solar radiation throughout interior of chamber Provide built in pyranometer (or similar) that can be placed inside chamber to provide feedback loop for lights to maintain desired solar radiation levels. If lights are mounted inside of chamber, they shall be easily removable when not required for testing. Height and placement adjustment is preferred If lights are mounted externally, they do not have to be removable but must provide enough clearance to replace bulbs without having to remove lights. 507.6 – Humidity 0 – 95% RH or higher maximum relative humidity 509.7 – Salt Fog Minimum 100 gallon brine storage tank with salinity meter Single person capable of refilling brine storage with Salt / Water to desired concentration Brine tank shall have a mixing function to ensure salt is properly mixed with water / provide accurate concentration levels All interior components shall be made to withstand corrosive salt environment and have automated cleaning functions where possible Automated exhaust function to exhaust salt fog when required IAW MIL-STD-810H User adjustable internal wind speeds of 1m/s to 5m/s Machine shall have interior lighting to allow personnel to work inside chamber when lighting conditions are not optimal Machine accepts 0-10V input from Commercial Off The Shelf (COTS) sensors such as Viasala HMT 337 Temperature / Humidity sensor. Machine shall use this input to control chamber temperature / humidity only. Machine shall have additional internal sensors as backup. Removable ramp to aid in loading items into machine Minimum 9’ Wide x 9’ Deep x 9’ Tall Interior Dimensions, exterior dimensions unrestrained Minimum 3 4” Instrumentation ports to allow cables in and out of chamber with at least 1 port on the left side and 1 port on the right side. Full width double swinging doors External status light tower to indicate power (green), machine is running (yellow), error / alert (red) User programmable to create custom automatic and manual test profiles. User shall be able to adjust Temperature / Humidity / Internal wind speed / solar radiation Turn on and off Salt Fog / Dry Air functions Loop function Provide estimated completion of automatic program (time and date) Power for machine accepts 480V - 3 phase. Interior 120V outlets controlled from outside preferred as an option Network connection capable through Ethernet that provides remote machine status / programming Built in touchscreen preferred. If standalone computer is required to operate machine, it must use Windows 10 as operating system. If Windows 7, will need to provide written statement with justification as to why the unit is using Windows 7 and not Windows 10 along with a plan of action to upgrade purchased unit to Windows 10 which shall include cost to customer and a date Any additional software for operation is included with license First fluids filling must be included with overall machine cost. On-Site certified training for equipment operation and maintenance for four people. Warranty covering parts and labor for a minimum of 3 years Vendor include preventative maintenance service on equipment for length of warranty as an option Parts warehouse located within United States of America, within 100 miles of Lakehurst, NJ. Hard/printed copies of user / maintenance manuals, detailed parts list with suppliers, and electrical schematic for machine, 2 copies of each Digital copies of user / maintenance manuals and electrical schematic for machine CAD files for electrical schematic Response time to repair within 24 hours. Delivery, rigging, and installation of machine must be included, all being done with contractor tools and labor. This includes any crane support, forklift support, packaging storage, dunnage, and final connection to utilities that we will provide within 20 ft of the space. Machine must fit through an 138” Wide x 136” Tall roll up door (can be disassembled / reassembled if required). If a foundation is required for the machine, specs for the required foundation needs to be provided to us so we may construct foundation appropriately ahead of time 2.2 Government Inspection and Acceptance Government personnel shall complete inspection and acceptance of the unit at the destination after machine start up and training have been completed. 3.0 PACKAGING, PRESERVATION AND SHIPPING Shipments shall be packaged and transported (FOB Destination) via safe, secure, reliable, and traceable means of transportation and provide protection from normal climatic/weather conditions and incidental mishandling during shipping to prevent any damage or loss during shipment. All shipments under this contract shall be addressed to the NAVAIR Lakehurst Staging Facility as indicated below. Shipping costs need to be incurred by the contractor who is doing the shipping.
