The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to issue a contract on a sole source basis to Rockwell Collins, 400 Collins Rd. NE, Cedar Rapids, IA 52498, for the procurement of Release Assembly, Antenna Mast Head, Rockwell Collins Part Number (P/N) 686-8816-001, used to lock and release HF antenna long-wires in support of the Norwegian P-3 Program. This procurement is for a quantity of ten (10) units. The Government intends to procure the above items under the authority of FAR 13.106-1(b). The Government does not own current data drawings or other specifications to permit full and open competition. Rockwell Collins is the Original Equipment Manufacturer (OEM) of the Release Assembly, Antenna Mast Head, P/N 686-8816-001 and owns all proprietary rights to the engineering data, and is the sole designer, developer and manufacturer of the Release Assembly, Antenna Mast Head, P/N 686-8816-001 required for the P-3 aircraft. No solicitation package is available for this procurement. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No purchase order will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
