Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, NAWC-AD Lakehurst intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAWC-AD Lakehurst is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their quote using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a quote on www.UnisonMarketplace.com. Offerors that are not currently registered to use www.UnisonMarketplace.com should proceed to www.UnisonMarketplace.com to complete their free registration. All items must be covered by the manufacturer's warranty. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. Bid MUST be good for 60 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. POP listed in system is estimate; Option Period 1: Valid from date of award through 365 days. Option Period 2: Valid from date of award through 730 days Option Period 3: Valid from date of award through 1095 days The Contractor shall provide a Certificate of Conformance (COC) with each shipment certifying that each item within the lot conforms to the government drawing package, this SOW, and the requirements of the contract. The COC shall be on company letterhead and signed by management. Each COC shall identify the part numbers and quantities delivered with each shipment. Interested parties shall submit a request for drawings to kieran.connolly@navy.mil no later than Monday, August 3rd 2020, 5PM Eastern. Late requests may not be considered, and buy closing may not be extended for late requests. Drawings shall be delivered via SAFE to the vendor's secure data custodian listed on the vendor's DD Form 2345 the next working day after the closing date of drawing requests. Drawings will not be supplied to requestors who do not submit a Joint Certification Program verified DD Form 2345. This request neither implies nor requests the commencement of any effort. Further the government shall incur no obligation whatsoever as a result of this proposal request if a contract is not executed. DFARS 211-7003 Item Unique Identification and Valuation applies to this procurement. Inspection and Acceptance of all units shall be accomplished at the Destination by representatives of the U.S. Government. Payment will be provided once invoices are submitted through the Governments Wide Area Workflow System at https://wawf.eb.mil/. Payment terms: Net 30. No contract financing will be provided for this effort.
