The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to issue a contract on a sole source basis to Thermal Product Solutions, LLC (TPS, LLC), 2821 Old Route 15, New Columbia, PA 17856, for the procurement of a Mechanical Curing Oven, Part Number (P/N) DC-366-E-F4T, required for I-Level Maintenance for the P-8A Poseidon Program. This procurement is for a quantity of one (1) unit for the United States Navy. The Government intends to procure the above items under the authority of FAR 13.106-1(b). The Government does not own current data drawings or other specifications to permit full and open competition. TPS, LLC is the Original Equipment Manufacturer (OEM) of the Mechanical Curing Oven and owns all proprietary rights to the engineering data, and is the sole designer, developer and manufacturer of the Mechanical Curing Oven required for the P-8 aircraft. No solicitation package is available for this procurement. THIS IS NOT A REQUEST FOR QUOTES. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No purchase order will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
