The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to release a Request for Quote (RFQ) to Hoffman Engineering (CAGE: 06097) on a sole source basis for a quantity of four (4) Test Night Vision Device (NVD) Infinity Focus Test Set, P/N: ANV-20/20, NSN: 6625-01-431-8615, for the Switzerland F/A-18 Program. Hoffman Engineering is the designer, developer and Original Equipment Manufacturer of the Infinity Focus Test Set and retains all proprietary/technical data rights required to manufacture. Hoffman Engineering owns proprietary rights to the engineering data and detailed product drawings. The Government does not possess the technical data to support a competitive acquisition. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
