Sole Source Synopsis: Full Motion Video (FMV) Pre-Flight Check Sets, P/N 3239AS1190-1. PSC: 5825 NAICS: 334419 The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a sole source contract to L3 Harris Technologies for the Full Motion Video (FMV) Pre-Flight Check Sets, P/N 3239AS1190-1 for the H-1 Program. L3 Harris Technologies is the Original Equipment Manufacturer of the TNR transceiver and most of the peripheral components included in the Pre-Flight Check Set. They own all proprietary rights to the engineering data and detailed product drawings and not willing to release them along with the design technical data package for third party manufacturing. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
