The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) has identified the need to procure AC Power Supplies, P/N BL5000C-X-4254A in support of future operations of the A/F27T-12 Hydraulic Component Test Stand (HCTS). The AC Power Supplies will provide a supply pool for repairs that will allow for quicker turnaround times for failing T-12 HCTS units. NAECADLKE intends to award a fixed price contract on a sole source basis with Behlman Electronics, Inc. – a small business located in Hauppauge, NY. The Government does not own the technical data package to compete the requirement for new units in order to resolve parts obsolescence issues and mitigate impact to mission readiness. As the Original Equipment Manufacturer (OEM), Behlman Electronics, Inc. is the sole designer, developer and manufacturer of these BL5000C-X-4254A AC Power Supplies. As the OEM, Behlman Electronics, Inc. is the only qualified manufacturer and supplier of the BL5000C-X-4254A AC Power Supply and is the only known source that is capable of providing the Power Supply with the same form, fit and function that is compatible with the A/F27T-12 Hydraulic Component Test Stand (HCTS). Without spare AC Power Supplies with the existing configuration, major redesign of the existing HCTS would be needed. There are no planned future requirements for this item at this time. This will allow for “speed to the Fleet” and mitigate risk to operational readiness. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
