Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, intends to award a firm fixed-price contract for the procurement of a quantity of five (5) 45 Ton Alligator Axle Jacks, Part Number (P/N) 1273-1100 / NSN 1730-01-648-5817 and one (1) Wheel and Brake Dolly, P/N 9092-016 / NSN 4920-01-604-7416, on a limited competition basis between the Original Equipment Manufacturer (OEM) and sole designer, Columbus Jack Corporation (CAGE Code 00994) of Columbus, OH and their authorized distributor, Dutch Valley Supply Co. (CAGE Code 31068), of Lawrenceville, GA, to support the P-8A Poseidon, Royal Australian Air Force (RAAF) Program. The 45 Ton Alligator Axle Jacks are single-acting axle jacks used for all normal axle jacking applications for both narrow and wide body aircraft. With the six-inch casters, these jacks are highly maneuverable and include both dual hand pumps and an air pump for ease of operation. The Dolly is a one-person operation and has four (4) six-inch diameter casters for ease of maneuvering. It has rollers for aligning the wheel assembly and a tie down strap assembly to secure brake to cradle assembly. Under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, the Government intends to issue a limited competition procurement, because these firms are considered the only responsible sources capable of meeting the requirement. Columbus Jack Corporation and their authorized distributor, Dutch Valley Supply Co., own all proprietary rights to the engineering data and detailed product drawings. The Government does not own technical data, drawings, or other specifications to permit full and open competition. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
