The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price type contract, on a limited competition basis, between The Boeing Company Seattle, WA (Cage Code: 81205) and its authorized manufacturers for the manufacture of a quantity of twelve (12) Elevator Rigging Fixture, P/N F80063-501, NSN 4920-01-469-6413 and thirteen (13) Trail Edge Flap Transmission Test Equipment, P/N C27084-1, NSN 4920-01-679-5949 to support the P-8A aircraft. The Elevator Rigging Fixture and Trail Edge Flap Transmission Test Equipment are used to perform numerous airframe maintenance, installation, and removal tasks at both the Organizational Level and Depot Level maintenance. The above support equipment was designed by The Boeing Company based on specific proprietary requirements for the Boeing class 737, thus P-8A, that the Navy does not have access to. The Boeing Company owns all proprietary rights to the engineering data and detailed product drawings. The Boeing Company and its authorized manufacturers are the only firms with the unique technical expertise to supply these items. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. The Boeing Company and its authorized manufacturers are the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. Registration in the Department of Defense DoD System for Award Management (SAM) database will be a prerequisite for receiving an award.
