The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract, on a sole source basis, with Triumph Actuation Systems - Yakima, LLC, CAGE 97415, 2720 W Washington Ave, Yakima, WA, 98903-2513 using FAR Part 15 procedures. The procurement is for updated version of Repeatable Release Holdback Bars (RRHB), P/N 2-8235-2 to meet current requirements. 2 units of an updated version of Repeatable Release Holdback Bars (RRHB), P/N 2-8235-2 to meet current requirements which will be subject to First Article Testing along with drawings to support Government analysis. First Article Testing. Technical Data Package. Up to 200 Production Units. Up to 20 Depot Overhaul Kits for Production Units. If required, analysis to assist the Government in determining the feasibility of upgrading P/N 2-8235-2 to the new version. If the Government determines that it is feasible to upgrade P/N 2-8235-2, at the Government's discretion, perform up to 85 upgrades or provide up to 85 Upgrade Kits. Note: RRHBs are Critical Safety Items, thus potential sources must be source qualified. The Government does not possess the technical data to manufacture the required hardware or the technical data required to perform the non-recurring engineering to update P/N 2-8235-2. Only Triumph Actuation Systems - Yakima, LLC possesses the required data. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. The Government does not possess the technical data to manufacture the required hardware or the technical data required to perform the non-recurring engineering to update P/N 2-8235-2. Only Triumph Actuation Systems - Yakima, LLC is known to the Government to possess the required data. Only Triumph Actuation Systems - Yakima, LLC is currently source qualified for P/N 2-8235-2. THIS IS NOT A REQUEST FOR PROPOSALS This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation that if received by 9:00AM EDT on 11 February 2019 shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Responses to this notice must include the company name, point of contact, address, area code and telephone number, telecopy (fax) number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
