Naval Air Warfare Center Aircraft Division intends to solicit PreMach Inc, York, PA for the manufacture of 32 each Improved Low Loss Launch Valve Plugs (ILLLVP). These plugs are Critical Safety Items (CSI) and manufacturers other than those identified in the Technical Data Package would have to undergo qualification in accordance with Navy Supply (NAVSUP) procedures identified in NAVSUP-WSS-N23-073. That qualification process would take approximately 3 years for an alternative vendor to be qualified to manufacture the ILLLVP. The orders in this action are for the first 3 years during which time no alternative providers can be identified. This is the only notice that will be posted on beta.sam.gov prior to contract award. PreMach Inc. will receive a Request for Proposal from the Government on a Sole Source basis. This acquisition is being pursued on a Part Number Basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government will consider all responses received within 15 days after the publication of the applicable synopsis. A determination by the Government not to compete this effort is solely within the discretion of the Government.
