Offerors are cautioned that all required volumes must be included in the proposal. Offerors are cautioned in accordance with the instructions on the N6833519R0440 Proposal Excel Workbook, “All entries must be made in the highlighted cells.” And “DO NOT change any of the formulas or links.” Offerors are cautioned that in accordance with the RFP: "Non-compliance with the terms, conditions, or requirements set forth in the solicitation will be considered a deficiency. The Government may consider any exception or deviation to any term or condition of the RFP that is not expressly authorized by the RFP to be a deficiency, as defined in FAR 15.001. Additionally, any approach that relies on Government resources or operations (e.g., Government Furnished Property, Government Furnished Equipment, Government personnel/actions, Government Concept of Operation changes, etc.) in order to comply with a requirement, unless otherwise allowed, may be considered a deficiency. This procurement covers a maximum of 2100sets of tools containing 1423 different types of commercial tools and a total quantity of 198,390 individual tools over 1 year in support of the F-35 aircraft. The required tools, and their placement in each specifically designed F-35 toolbox, has been configured by the F-35 Tool Control Program to accomplish unique F-35 maintenance tasks at the squadron level. This The purchase of these tools provides the fleet with the capability to ensure that all tools are available to accomplish the F-35 maintenance and accounted for upon completion of the maintenance tasks.

The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract, on a sole source basis, with IDSC HOLDINGS LLC, Doing Business as SNAP-ON INDUSTRIAL, CAGE 55719, 2801 80TH ST, KENOSHA, WI, 53143-5656, using FAR Part 12 procedures. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. The Government does not possess the technical data to manufacture the required tools. Only IDSC HOLDINGS LLC, is known to the Government to possess the required data. Sources shall be required to provide the tools on the attached list (1500 line items) ordered of off an Indefinite Delivery Indefinite Quantity contract. The F-35 program anticipates over 600,000 individual tools to complete up to 7250 toolboxes will be required over a five year period. DFARS 252.225-7015 will apply to this action, thus all "Hand or measuring tools delivered under this contract shall be produced in the United States or its outlying areas." Sources must supply tools with their complete warranty from the OEM flowed down to the Government. All responsible sources may submit a capability statement, proposal, or quotation that if received by 11:00AM EST on 12 November 2019 shall be considered by the agency.
