THIS NOTICE IS HEREBY REVISED TO REFLECT THAT THIS IS A SIMPLIFIED ACQUISITION UNDER FAR PART 13, AND CORRECTS THE ITEMS BEING PROCURED. The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate a firm fixed price purchase order, on a sole source basis, with General Dynamics Mission Systems, CAGE 04655, 150 Rustcraft Road, Dedham, MA 02026. The procurement is for two each: P/N 10G-SMLTO-2 TACLANE - 10G Cyber Capable Encryptor Bundle - Single Mode These items are the only ones approved/certified by the National Security Agency for the intended use. The Government does not possess the technical data to manufacture the required hardware. The Government does not possess the technical data that would be required for an alternate source to manufacture these units. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with a single source in accordance with FAR 13.106-1(b)(1)(i). In order to meet its requirement to transfer encrypted data from JSE to Verification and Validation activities, NAWCAD requires 10G Layer 3 Cyber Capable Encryptorunits. The units must have current certification from the National Security Agency for this use. The requirement must support Layer 3 transfer at 10 Gbps throughput. Responses shall be sent by email to thomas.kracinovich@navy.mil. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
