The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ, intends to negotiate a Fixed Price, IDIQ contract on a non-competitive basis with Hydro Engineering, located in Salt Lake City, UT, for the manufacture, assembly and delivery of multiple Wash System, Engine Air Particle Separation (EAPS), Part Numer GHO-EAPS-1 for the CMV-22 Aircraft. Hydro Engineering is the sole designer, developer, and manufacturer of the EAPS. Hydro Engineering has the knowledge and expertie of the EAPS architecture and system components required to enhance system performance in the sircraft. Hydro Engineering's EAPS meets the form, fit, function and aircraft quality requirements and has been evaluated and tested with the Depot. All technical data is proprietary to Hydro Engineering, the Government does not own the proprietary data. The Government intends to procure the above under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
