The purpose of this amendment is to include Orkal Industries (Cage Code 14798) as an authorized distributor of Permaswage. The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price type contract, on a limited competition basis to Permaswage, Design Metal Corporation, Gardena, CA (Cage Code: 14798) and its' authorized distributor Orkal Industries Carle Place, NY (Cage Code: 14798) for the manufacture of P/N DAT02AEFKT4024, Titanium Hydraulic Repair Set. The estimated quantity is two (2) base units. This procurement is required to support the CH-53K Program for the United States Navy (USN) and will fill current fleet deficits. The above support equipment was designed by Permaswage based on specific proprietary requirements, that the Navy does not have access to. Permaswage owns all proprietary rights to the engineering data and detailed product drawings. Permaswage is the only manufacturer with the unique technical expertise to supply these items. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Permaswage is the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
