The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Fastener Technology Corporation (FTC) (Cage: 58794) for the procurement of Peculiar Support Equipment End Items Flaring Tools. A quantity (16) of p/n T2797-14 Flaring Tool, quantity (16) of p/n T2797-12 Flaring Tool, quantity (16) of p/n T94-8 Flaring Tool, quantity (16) of p/n T3A7A-16D Puller, and quantity (16) of p/n T3A7B-16 Flaring Tip. The Flaring Tools, which are designed and manufactured by FTC, are used to support EA-1G squadron maintenance requirements. FTC Corporation is the Original Equipment Manufacturer. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. FTC is the original design authority, developer and manufacturer of the Fastener Tools. The Flaring Tools are essential to support EA-1G squadron maintenance requirements. The designs are proprietary to FTC so FTC is the only vendor that can procure the units without disclosure of technical data. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government.
