The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWC-AD LKE) intends to negotiate and award a firm-fixed-price contract, on a limited competition basis, for the procurement of the Guage, Belt Tension, P/N 760699-01 needed for JSF F35A/B/C Tool Control Program. This procurement will be limited to Pacific Consolidated Industries, LLC (CAGE: 75906), a small business, and its authorized distributor(s). This acquisition is being pursued under the statutory 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one or a limited number of responsible source(s) and no other supplies or services will satisfy agency requirements. A determination by the Government to limit this competition to qualified sources is solely within the discretion of the Government. The Government does not own the data or the rights to the data required to purchase this component from other sources. Pacific Consolidated Industries, LLC is the only manufacturer that makes this tool. The required tools have been previously purchased by the JSF program for all squadron level maintenance. This effort is a continuation of the tools already in place at the squadron level. Pacific Consolidated Industries, LLC is the only company that can provide compatible material. Pacific Consolidated Industries, LLC, and its authorized distributors, are the only entities with the ability to meet the F35A/B/C program requirements for both U.S. and Foreign Military Sales. All vendors must be registered in the Systems for Award Management (SAM) Database. The internet website is https://www.sam.gov/portal/public/SAM/. It is mandatory to register with the SAM as your DUNs Number (Data Universal Numbering System) and your CAGE CODE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. Responses must be received with 15 days of publication of this notice. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit their technical capability, which shall be considered by the NAWC-AD LKE. The Government will not pay for information received. The Government retains the right not to compete this requirement based on responses to this notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
