The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price type contract, on a sole source basis, to Cignys Corporation Saginaw, MI (Cage Code: 52793) for the manufacture of P/N 59585, Main Gear Box (MGB) Mobility Cart. The estimated quantity is two (2) base units. This procurement is required to support the H-53k program for the United States Navy. The MGB is intended to support the Quick Change Assembly in the flight position and interface with transmission housing mounting provisions. The quantities fill current deficits for the USN. The above support equipment was designed by Cignys Corporation based on specific proprietary requirements that the Navy does not have access to. Cignys was contracted by Sikorsky, the H-53k Original Equipment Manufacturer, to design and develop the above Support Equipment to fulfill the maintenance requirements. Cignys owns all proprietary rights to the engineering data and detailed product drawings. Cignys Corporation is the only manufacturer with the unique technical expertise to supply these items. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Cignys Corporation is the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
