The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with FXC Corporation (Cage: 52497) for the procurement of Auto Testers for the Model 2400 Ripcord Release (P/N: 711-07153), which were designed and manufactured by FXC Corporation, used by the aircrew on-board the E-2D Advanced Hawkeye Aircraft. The Auto Testers are support equipment necessary to maintain the Parachute Harness / Survival Vest Assembly. FXC Corporation is the Original Equipment Manufacturer. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. FXC Corporation is the original developer of the airborne equipment Parachute Harness / Survival Vest Assembly. The Auto Testers for the Model 2400 Ripcord Release are essential components of the Parachute Harness / Survival Vest Assembly systems. The designs are proprietary to FXC Corporation so FXC Corporation is the only vendor that can produce the units without disclosure of technical data. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government.
