The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a Firm-Fixed Price type contract, on a sole source basis to Mid State Aerospace Olathe, KS (Cage Code: 4W876) for the manufacture of P/N 4704-B001, Test Port Fitting OBIGGS and P/N H24004-124-5, Test Hose, Oxygen Analyzer. Mid State Aerospace is the only manufacturer that can provide desired common support equipment as an authorized vendor of Parker Hannifin, who is the Original Equipment Manufacturer (OEM). The estimated quantity is twenty-one (21) base units for P/N 4704-B001 and one (1) base unit for P/N H24004-124-5. The estimated option quantity is two (2) option units for P/N 4704-B001 and one (1) option unit for P/N H24004-124-5. This procurement is required to support the P-8A Poseidon Program for the United States Navy (USN) and Partner Country - Royal Australian Air Force (RAAF). The quantities fill current deficits for the USN and RAAF. The above support equipment was designed by Parker Hannifin based on specific proprietary requirements for the Boeing class 737, thus P-8A, that the Navy does not have access to. Parker Hannifin owns all proprietary rights to the engineering data and detailed product drawings and its only authorized manufacturer is Mid State Aerospace. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Mid State Aerospace is the only source that is capable of providing the above item to the same form, fit and function that is compatible with the existing configurations. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
