The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a fixed price purchase order for drawings, instructions, and source data in support of the Navy's Enhanced Emergency Oxygen System (EEOS) on a sole source basis with Aero Specialties, Inc. (CAGE CODE: 0T652). The EEOS Program will provide increased quantities of emergency oxygen to the F/A-18, EA-18G, and T-45 aircrew in the event of a physiological episode. In order to meet the high pressure oxygen requirements of the EEOS, the Enhanced Emergency Oxygen Servicing Cart was procured but not yet fielded. In order to support the cart in the fleet, the technical data for the cart is required to develop technical manuals, training, and maintenance planning. As the Original Equipment Manufacturer (OEM), Aero Specialties is the sole designer, developer and manufacturer of the Enhanced Emergency Oxygen Servicing Cart. Aero Specialties owns the technical data to all units being procured, thereby maintaining the logistical footprint and configuration management of the system's architecture. Aero Specialties is the only firm with the knowledge and expertise of the Cart. No other manufacturer would have the proprietary data, and the Government does not possess the rights to the data to determine the replacement parts and modify/develop a new drawing package accordingly. NAWCADLKE intends to award this order under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
