The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into a Basic Ordering Agreement with the Bell Boeing Joint Project Office (BBJPO) Amarillo TX, on a sole source basis for the delivery of new data for the Logistic Support Analysis Record (LSAR) and Interactive Electronic Technical Manual (IETM) database for V-22 Peculiar Support Equipment (PSE) end items. The Government intends to procure this IETM data under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. The BBJPO, the original equipment manufacturer of the V-22 Aircraft, possesses the unique capability for data extraction and authoring into the IETM. The IETM currently in use by the V-22 fleet has unique software that must be maintained by the BBJPO. No other industry software is compatible with the current IETM configuration and any attempt to introduce new software to the IETM would be detrimental to the massive volume of data already authored. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
