The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with the Bell-Boeing Joint Project Office (BB JPO) to author new technical data for items of V-22 Peculiar Support Equipment (PSE) into the V-22 Interactive Electronic Technical Manual (IETM). The V-22 IETM is designed to utilize specific data directly from a Systems Logistic Integrated Capability (SLIC) database. The SLIC is designed to match up with certain elements of the IETM. Although the Government owns the data in the SLIC database, the BB JPO alone possesses the data rights to the V-22 IETM software and as such, possesses the unique capability of extracting the SLIC data and authoring it into the IETM. The technical data that will be incorporated into the IETM represents operation and maintenance tasks for Government designed in-house PSE. The current requirement is to develop IETMs for SERD 4180 SUPPLEMENTAL WIRING REPAIR SET P/N 4164AS0100-1, SERD 3200 DWS PURGE & ADAPTER SET P/N 4026AS130-1, SERD 3201 DWS BORESIGHT ALIGNMENT SET P/N 4026AS150-1, SERD 3116 DWS LIFTING SET P/N 4026AS270-1, SERD 4224 AWTS FLIGHT CONTROL SET P/N 4055AS5100-1, 4225 AWTS ACCESSORY CABLE SET P/N 4055AS2000-1 AND SERD 4226 AWTS FADEC SET P/N 4055AS500-1 to support MV-22 and CV-22 regular squadrons. It is anticipated that this effort will be awarded as an order under Basic Ordering Agreement N68335-14-G-0044. The Government intends to procure this requirement under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
