This is a Request For Information (RFI) for written information only. This is not a solicitation announcement for proposals and no contract will be awarded as a result of this announcement. The Naval Air Warfare Center, Aircraft Division, Lakehurst NJ (NAWCADLKE) requires Engine Peculiar Support Equipment (PSE) for the MV/CV-22 aircraft to be used at the organizational level of maintenance. These service tools are used to maintain and repair Rolls Royce's commercially developed AE 1107C engine. Rolls Royce is the sole designer, developer and integrator of the AE 1107C commercial engine and associated service tools used on MV/CV-22 aircraft. The tools have been developed by Rolls Royce, at private expense, to perform maintenance and repair on the commercially developed AE 1107C engine. Rolls Royce has issued a "Notice to Operators, AE Series Engines, NTO No. AE 1107C-008", dated 27 January 2003. In this Notice, Rolls Royce cited Midwest Aircraft as the "authorized manufacturer of all AE 1107C engine service tools." The Notice is valid indefinitely. The following tools are required: A) Pin, Rigging, Compressor Variable Vane, P/N 23066612 NSN 2995-01-527-6093 (3 ea); B) Adapter-Mounting Fwd/Aft Engine Handling, P/N 23066613 NSN 2995-01-527-6092 (92 ea); C) Set, Remove/Install Accy Gearbox Seals, P/N 23066614 NSN 4920-01-527-8837 (18 ea); D) Adapter Yoke, FWD, Engine Handling Mount, P/N 23066618 NSN 1730-01-527-6098 (26 ea); and E) Adapter, Attaching, AFT Engine Handling Mount, P/N 23066619 NSN 1730-01-527-6099 (31 ea). Other means of fulfilling these requirements would not ensure the proper functionality of these tools specifically designed and manufactured for the Rolls Royce AE 1107C engine. Although tools with similar nomenclature are available through GSA Advantage or similar data bases, without the critical engine and tool design information, available only from Rolls Royce, it cannot be determined whether these tools would be able to perform in the manner required. Tools available through Navy common support equipment stock would likewise not fulfill the unique requirements of the AE1107C engine. NAWCADLKE is seeking information for industry regarding these tools. Please provide the following information. •1. General description of your tools •2. Identification of critical requirements for the tools •3. Overview of your tools concept of operation •4. Discuss critical information required for the use of your tools. •5. Describe environmental testing test methods •6. Provide any additional information you desire Your information package should not exceed 10 pages. Any operation manual provided shall not be counted against this page limit. Responses to this RFI should be submitted to us; no later than 30 days from the date of this posting.
