The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into a 5-year Blanket Purchase Agreement with Fox Valley Metrology, Ltd., Oshkosh, WI, on a sole source basis for calibration services of plain and threaded plug and ring gages in support of the NAVAIR Metrology / Calibration (METCAL) Program. Fleet readiness requirements dictate that the Naval Air Warfare Center Aircraft Division Manufacturing and Prototyping Division manufacture and introduce new and/or unique threaded, tapered or plain ring and plug gage support equipment on a regular basis. The placement of a BPA will meet an immediate and on-going requirement for depot level calibration of various model / part numbered gages in the NAVAIR inventory. Fox Valley's calibration facility possesses the required certification from an accredited organization based in the Continental United States (CONUS) offering calibration certificates and reports with measured data and uncertainty according to ANSI-ASQ National Accreditation Board (ANAB) to ISO/IEC 17025:2005, ANSU Z540.3-2006, and ANSI Z540-1-1994. Only Fox Valley's calibration facility has been approved as a commercial service provider by the NAVAIR METCAL Program Office for calibration of plain, threaded and tapered rings and plugs with the required calibration specifications and as such, is the only company authorized to perform this service. The Government intends to procure this requirement under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. There is currently no solicitation package available. The Naval Air Systems Command (NAVAIR) Metrology / Calibration Program (METCAL) is requesting information, comments, and questions regarding interest in the Depot Level calibration of plain, threaded, and tapered ring and plug gauges by calibration facilities having certification from an accredited organization based in the Continental United States (CONUS) offering calibration certificates and reports with measured data and uncertainty according to ANSI-ASQ National Accreditation Board (ANAB) to ISO/IEC 17025:2005, ANSU Z540.3-2006, and ANSI Z540-1-1994. Technical Requirements: Accreditation by the ANSI-ASQ National Accreditation Board (ANAB) to ISO/IEC 17025:2005, ANSU Z540.3-2006, and ANSI Z540-1-1994 in the field of calibration. The Scope of Competency shall encompass the calibration of plain, threaded, and tapered rings and plugs to the equivalent of "Lab" ("X") grade and "Working" ("Z") grade. Calibrations must be performed to the requirements of the American Society of Mechanical Engineers (ASME) documents ASME B1.2 and ASME B1.20.5 and be accompanied by a Report/Certificate of Calibration with the ANAB logo on the Report/Certificate to ensure the requirements are satisfied. The calibration facility must have a current Commercial Service Provider Letter issued by the NAVAIR METCAL program for calibration of plain, threaded, and tapered rings and plugs with the required calibration specifications. All corporate and proprietary information should be so marked and will be fully protected to the extent allowed. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. Information should be submitted within 10 days of the publication date of this RFI. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. This RFI does not constitute the solicitation of proposals. Responders to this RFI may be requested to provide additional details/information based on their initial submittals.
