The Naval Air Warfare Center Aircraft Division in Lakehurst, New Jersey, intends to issue a sole-source Basic Ordering Agreement to Textron Systems Corporation for assessment, evaluation, inspection, and repair services for the Multi-Spectral Test Set (MSTS) supporting the CV-22 aircraft. The effort covers MSTS part numbers EU04618-01-FG and EU04618-02-FG under NAICS 811219 and PSC J066. Textron is the OEM and owns the proprietary data rights and technical data package, with no authorized distributors, so the Government plans to solicit only one source under 10 U.S.C. 3204(a)(1). This Sources Sought is a market research tool, not a request for proposal, and the Government will not pay for information or responses received. Responsible interested parties may submit a capabilities statement for consideration, but the Government is not obligated to issue a solicitation or make an award.
