The Naval Air Warfare Center Aircraft Division Lakehurst intends to make a non-competitive award to Aerospace Control Products, Inc. for one Portable Oxygen Regulator Test Stand (PORTS), Part Number 3949AS100-3, in support of the Japan Air Self Defense Force E-2D program. The procurement is justified as a sole-source action because Aerospace Control Products is the sole designer, developer, and manufacturer and holds the proprietary technical data, drawings, and manufacturing rights needed to produce and test the equipment; no other source can meet the Japanese partner’s standardization requirements. This notice is not a request for competitive proposals, but responsible sources may submit a capability statement, proposal, or quotation for agency consideration. Any government determination not to compete based on responses is solely within its discretion.
