NAWCAD Lakehurst, NJ intends to negotiate a sole-source award with J&S Tool, Inc. for perishable tooling supporting F/A-18 E/F and EA-18G Outer Wing Panel inboard and outboard aileron hinge replacements. The contractor would manufacture, assemble, inspect, ship, and deliver tooling designed for use with OWP aileron hinge repair tooling under repair instruction AYC-1519. Boeing is the OEM with the requisite knowledge and data, but under its licensing agreement it does not sell these parts directly to the Government and permits purchases from approved suppliers.
