The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Hottinger Bruel and Kjaer Solutions, LLC, CAGE: 64UW2 for the issuance of a Firm-Fixed-Priced contract. The contract will be for Common Failure Reporting, Analysis, and Correction Action System (CFRACAS++) software suite, inclusive of ReliaSoft Failure Reporting Analysis and Corrective Action System (XFRACAS) with Weibull++ in support of the NAWCAD Webster Outlying Field (WOLF) Airborne Systems Integration (ASI) Division. Hottinger Bruel and Kjaer Solutions, LLC is the only distributor capable of providing a solution that meets the requirements. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
