The Government intends to issue a firm fixed price limited competition contract between the OEM, Viavi, and its authorized distributors. VIAVI is the original designer, developer and manufacturer of the IFF-45TS Test System and is the only source capable of manufacturing this proprietary PSE. VIAVI and their approved authorized distributors are the only sources capable of providing the IFF-45TS Test System. The Government does not have the data rights to the proprietary IFF-45TS Test System technical data that is necessary to support a full and open competition. The Government contacted VIAVI to ask if the rights to the proprietary technical data can be acquired, and VIAVI denied the Government's request verbally on 21 April 2022.
