The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with ObjectSecurity, CAGE: 6WY05 for the issuance of a Firm-Fixed-Priced contract. The contract will be for a five-year standalone site license to the BinLens 3.0 (formerly known as OT.AI) Binary Analysis Platform, including virtual machine images, docker/kubernetes containers, installation and configuration support, and updates in support of the in the Prototype, Manufacturing, and Test Division (PMTD). ObjectSecurity is the only distributor capable of providing a solution that meets the requirements. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
