The one-to-one replacement is FZ-40GZ-0UBM. Part Number FZ-40GZ-0UBM shall be provided as the direct replacement for the discontinued FZ-40CZ-0DAM. See N68335-25-R-0280 Amendment 02 for details. UPDATE 20 NOVEMBER 2025: RESPONSES TO QUESTIONS AND ANSWERS: Question 1: Are there any optional components, accessories, or sub-assemblies in the P-8 Maintenance Laptop Set, or must the set be built exactly as specified in the build-to-print drawings? Government Answer: In accordance with Section L; 1.0 Volume – Technical; A. Drawing Package / SOW: 1. The Offeror shall provide a detailed narrative discussion that demonstrates an understanding of the production requirements outlined in the SOW and drawings for the retrofitting and production of the maintenance laptops. 2. The Offeror shall provide a detailed narrative discussion that demonstrates an understanding of the requirements outlined in the SOW and drawings for both new item production and refurbishment. The Offeror shall demonstrate the capability to perform testing required or has identified a sub-vendor with the capability and experience. Also, in accordance with SOW, Section 3.1 General: The contractor shall provide materials and services as required to manufacture, assemble, and deliver the support equipment listed below: Maintenance Laptop Sets (complete), Part Number 4091AS1000-2. Contractor shall use Panasonic Toughbook Laptop part number FZ-40CZ-0DAM, and laptop power cord part number CF-AA5713A2M. The contractor shall procure subcomponent INMARSAT Maintenance Cable, p/n GSE809-8090201572-STE-1, CAGE CODE 81205, through Boeing’s Spares Procurement email address (sparessolicitations@boeing.com) to request a quote and procure this part. Question 2: Are firmware versions, OS configurations, or BIOS settings for the Panasonic FZ-40 specified anywhere, or must the laptops ship with default OEM configurations? Government Answer: Laptops shall ship with default configurations. The Government will reconfigure the laptops with Government owned OS configurations. Question 3: Are any pre-installation software requirements (e.g., Navy applications, imaging requirements, encryption, or baseline configurations) required before delivery? Government Answer: There are no pre-installation software requirements. Question 4: Does the Government require serialization or asset tagging (DoD UID labels, barcodes, etc.)? Government Answer: See Section D, Packaging and Markings, UID Registration and DFARS 252.211-7003 Item Unique Identification and Valuation. Question 5: Are packaging, labeling, and shipping requirements specified in the drawing package or elsewhere? Government Answer: See Section D, Packaging and Markings. Question 6: Is there any requirement for testing, inspection, or acceptance criteria (e.g., functional test, quality assurance checkpoints)? Government Answer: In accordance with Statement of Work, 3.1 General, The Contractor shall provide First Article Review of the 4091AS1000-2 to the Government. The Contractor shall ship the First Article Test Unit to Lakehurst, NJ for inspection and approval. Once the inspection and approval is within compliance per Drawing Number 4091AS1000-2 and in concurrence with Lakehurst engineering approval, the Contractor can then fulfill the execution of the contract, and 3.2 Quality Assurance, The Contractor shall have in place a production quality assurance (QA) system approved with ISO 9001:2015 or better. This QA system shall be able to ensure that manufactured configuration items are built to print, functional, and reliably made IAW controlling technical drawings, specifications and standards. Each item manufactured as part of this ID/IQ contract shall have passed final inspection at NAWCAD Lakehurst prior to DD-250, and Section E, Inspection and Acceptance. Question 7: Will there be a minimum guaranteed order quantity (min-guarantee) at time of IDIQ award? Government Answer: In accordance with Section A, Item 6 “As stated in NAVAIR Clause BTXT.216-9506 of this contract, the contract minimum guarantees are as follows: One (1) First Article Test Unit – Panasonic Toughbook, Part Number FZ-40CZ-0DAM. One hundred eighteen (118) Panasonic Toughbooks, Part Number FZ-40CZ-0DAM. The Panasonic Toughbooks shall include a Laptop (Part Number FZ-40CZ-0DAM) and Laptop Power Cord (Part Number CF-AA5713A2M). Retrofit one hundred four (104) Legacy P-8 Maintenance Laptop Sets, Part Number 4091AS1000-1 to Part Number 4091AS1000-2 in accordance with Government Export Controlled drawings. Twenty-one (21) P-8 Maintenance Laptop Sets, Part Number 4091AS1000-2.” Question 8: Are sample units required before production orders are issued? Government Answer: In accordance with Section A, Item 7 THE CONTRACTOR SHALL NOT BEGIN WORK ON ANY CLIN OTHER THAN CLIN 0001 (FIRST ARTICLE TEST) UNTIL THE GOVERNMENT HAS TESTED AND APPROVED THIS FIRST ARTICLE TEST UNIT (CLN 0001). See also Section B, CLIN 0001 First Article Test Maintenance Laptop Set. Question 9: How will delivery order (DO) quantities be communicated—forecasted annually or on-demand? Government Answer: Delivery orders will be awarded as needed on an annual basis. Question 10: Will the Government provide historical usage data for previous Maintenance Laptop Sets? Government Answer: The Government will not provide historical usage date for previous Maintenance Laptop Sets. Question 11: Given the high upfront material cost of the Panasonic FZ-40 Toughbook laptops, will the Government permit any form of upfront or early payment—such as progress payments, performance-based payments, or an initial funding CLIN—to help the contractor cover material procurement costs? Government Answer: The Government has no current plans to allow for upfront or early payments. The United States Navy Program Office PMA 290, has a new requirement for the manufacturing of P-8 Maintenance Laptop Sets. 2. The Government owns the Build-to-Print Technical Drawing Package and the drawings are considered Export Controlled. All Offerors must be able to provide a certified DD Form 2345. All requesting Offerors must have a current certified DD2345 to obtain the drawings. Drawings will be provided to your designated data custodian on your certified DD2345 via the DoD Safe website. All Offerors, other than the successful Offeror, are required to destroy all export control data, regardless of form or the media on which it may be recorded, including CDs, data stored on other computer storage devices and paper documents. Offerors shall provide proof of such destruction via signed letter on corporate letterhead to the PCO via email at Michael.T.Miller248.civ@us.navy.mil. 3. This solicitation is being solicited on a full and open competitive basis. 4. The total ceiling amount for this contract will be established at the time of contract award. 5.
