This procurement is for the Repair of the JetSCAN Oil Analyzer to provide extended annual scheduled maintenance service and repair support coverage for three (3) United States Marine Corps JetSCAN Oil Analysis Systems for the AV-8B Harrier, F-402 engine. Rolls Royce Corporation owns the operating system that tests, verifies and analyses the oil. As the OEM for the F402 Engine, they are the only source qualified to authorize ‘safe for flight’ The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, 10 U.S.C. 3204(a)(1) “Only one responsible source and no other supplies or services will satisfy agency requirements” for this action. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There is no solicitation package available. This Sources Sought notice is being posted to satisfy the requirements of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). This acquisition is for the Repair of the JetSCAN Oil Analyzer to provide extended annual scheduled maintenance service and repair support coverage for three (3) United States Marine Corps JetSCAN Oil Analysis Systems for the AV-8B Harrier, F-402 engine. The JetSCAN is used during regular inspections to prevent damage to aircraft engines by taking oil samples from the scavenge filter housing. The samples are tested for contamination particles to determine where the contaminated parts are located. The JetSCAN is used for on-site analysis for quick time response so aircraft down time is minimal. This acquisition is for one (1) year of support. This RFI is issued for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposals (RFP), or a Request for Quotes (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT pay for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Respondents are notified that a formal solicitation may be announced under a separate SAM announcement. Any requests for copies of solicitations will not be addressed since this is an RFI, not an IFB, RFP or RFQ. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
