The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a firm fixed price modification under an existing contract to procure QTY 3 Calibration Kits for the AN/USM-708 Data Bus Network Tester (DBNT) DBNTSW29716SET, (Part Number 2BB-USNT-08-035) to satisfy calibration testing requirements based on ICAL procedures from Southwest Inter Connect (SWIC), Fort Worth, TX, as well as site visits to gather data on ethernet interface requirements for the DBNT on various aircraft. The Government does not possess the required technical data to effectively solicit this requirement by full and open competition. No other manufacturer or procuring agent would have this data and are capable of manufacturing or procuring a complete interim support package to successfully meet the Governments requirement. NAWCADLKE intends to award this modification under the authority of 10 U.S.C. 3204(a)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
