Hydraulics International is the only known source with sufficient technical data, drawings, software and trained technical personnel to satisfy this requirement. Hydraulics International Inc. owns proprietary rights to the engineering data and detailed product drawings, and they are unwilling to sell these rights to the Government. the Government does not possess the technical data to support a competitive acquisition.
