It is the Government's intention to go sole source to the Original Equipment Manufacturer (OEM). The ADTS ECP 6649-17-0001 directs to go to Druck, LLC (CAGE: 1CE49), the OEM of the ADTS, to have the kit manufactured. The in-place IDIQ has expired and Spain requires a QTY of 2 of the ADTS ECP kits. It is required to establish a new contract for the procurement of the kits and installation to upgrade Spain's ADTS to PN:ADTS405-5643. Druck LLC holds the proprietary rights to the drawings, specifications, and data necessary for the procurement PN:ADTS ECP Kits, calibration, and installation of the Air Data Test Set ECP kits. Based on the statutory authority permitting other than full and open competition 10 USC 2304(c)(1), only one responsible source, it is appropriate to procure the items required on a sole source basis from Druck LLC. This is also due to ECP 6649-17-0001 directing Druck to manufacture kits in order to perform the upgrade.
