Naval Air Warfare Center, Aircraft Division (NAWCAD) has a requirement to procure services to certify Mobile Facilities (MFs) in accordance with 49 CFR 450, International Convention for Safe Containers (CSC). The MF is a mobile habitable shelter that is eight (8) feet wide by 20 feet long by eight (8) feet high. MFs are connected together in a MF complex in an austere expeditionary environment to support Marine Aviation Logistics operations. MFs are procured with valid CSC inspection plates; however, when configured for the mission, modifications may be performed that invalidate the CSC plates. In order to maintain compliance, it is required that any modification to the shelter be approved via a plan review, or a physical test, and that compliance is documented.
