The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with L3Harris Technologies, Inc. (L3Harris), CAGE: 14304 for the issuance of a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The IDIQ will be for the procurement of for the procurement of L3Harris Radio Equipment consisting of amplifiers, antennas, diplexers, Keypad Display Units and ancillary items in support of United States Special Operations Command Family of Specialized Operations Vehicles (FOSOV) Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Phase 4 communication upgrades. L3 Harris is the Original Equipment Manufacturer and sole distributor of the required Radio Equipment. The L3 Harris Radio Equipment is the only Radio Equipment compatible with the existing FOSOV C4ISR Phase 4 design system and interoperability with L3Harris AN/PRC-163 radios and comply with established Military Specifications and Electromagnetic Environment Effects Requirements. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
