The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with Raytheon Company (CAGE: 15090) for the procurement of research, development, and analysis support of the Joint Simulation Environment Advanced Medium-Range Air-to-Air (AMRAAM) and Air Intercept Missile-9X (AIM-9X) high fidelity weapons models as well as the Raytheon Weapon Server capability. The Government intends to issue a five-year Cost Type Contract to Raytheon Company. Raytheon is the manufacturer of AMRAAM and AIM-9X missile systems for the Department of Defense. As the manufacturer of the actual weapon system, Raytheon also provides high fidelity, real-time models of those weapons. The required data for this procurement is proprietary to Raytheon, where other vendors would not have access to the data to develop and test high fidelity models. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
