Naval Air Warfare Center – Aircraft Division, Lakehurst, NJ, intends to solicit, negotiate, and award a purchase order with Textron Systems Corporation of Hunt Valley, MD, on a sole source basis, for the inspection and calibration of the of the following Boresight Support Equipment end items: P/N 3239AS1150-1 Boresight Adapter Set AH-1Z, P/N 3239AS1210-1 CTM Adapter Set, P/N 3239AS260-1 Boresight Adapter H-1 Cockpit Mapping, and ABE Model 310 P/N 40262-44000-40. As the OEM, Textron Corporation holds proprietary rights to necessary data and is not willing to release this data at this time. The proprietary nature and validity of Manufacturer's Warranty restrict the substitution of non-approved parts if any repairs are made. The Government intends to procure the above services under the statutory authority of Title 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1, only one responsible source. FAR 6.302-1(a)(2)(iii)(A) states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination not to compete this requirement is within the discretion of the Government.
