The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a competitive Firm-Fixed price contract for the following in accordance with Government drawings: Nose Gear Launch (NGL) Assembly, Flush Deck, Part Number 613474-7. The NGL Assembly, Flush Deck includes the following components: Quantity •Part Number 615845-17, NGL Buffer Valve Manifold Assy 1 First Article Test, 3 production units •Part Number 628308-1, NGL Charging Panel 1 First Article Test, 3 production units •Part Number 34000D1560380, NGL Buffer Assembly 4 production units •Part Number 622017, Approach Track 4 production units •Part number 628900-2, Wheel Guide Bar 8 production units The required NGL Assembly, Flush Deck are Critical Safety Items (CSIs) and therefore it is the Navy's intent to pursue a limited competition between the following vendors whom are qualified to provide these CSIs: --The Entwistle Company, 6 Bigelow Street, Hudson, MA --Penn State Tool and Die Shop, 7590 Route 30, Irwin, PA 15642 --Duhadaway Tool & Die Shop Inc., 801 Dawson Drive, Newark, DE 19713-3415 --Curtiss-Wright Flow Control Corporation, Target Rock Division, 1966E Broadhollow Road, Farmingdale, NY 11735-1713 The NAICS code associated with this requirement is 333998. The Government intends to procure the above items under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1. The limited number of responsible sources listed above are the only companies that can meet the agency's need for the NGL Assembly, Flush Deck in support of CVN80. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.

REQUEST FOR INFORMATION - SOURCES SOUGHT FOR Nose Gear Launch (NGL) Assembly, Flush Deck, Part Number 613474-7 NAVAL AIR WARFARE CENTER, AIRCRAFT DIVISION LAKEHURST, NJ INTRODUCTION This Request for Information (RFI) is for information and planning purposes only and does not constitute a Request for Proposal and should not be construed as a commitment by the Government to award a contract as a result of this request for information. The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ is seeking sources for the procurement of Nose Gear Launch (NGL) Assembly, Flush Deck, Part Number 613474-7. The NGL Assembly, Flush Deck includes the following components: Part Number 615845-17, NGL Buffer Valve Manifold Assembly, Part Number 628308-1, NGL Charging Panel, Part Number 34000D1560380, NGL Buffer Assembly, Part Number 622017, Approach Track, and Part number 628900-2, Wheel Guide Bar, for Aircraft Launch and Recovery Equipment (ALRE) EMALS in support of CVN80 construction. ELIGIBILITY The applicable NAICS code for this procurement is 333998 (Aircraft Carrier Catapults Manufacturing). The PSC for this requirement is 1720 (Aircraft Launching Equipment). In addition, small businesses are required to provide the following information to enable the Government to determine eligibility. Company ability to perform at least 50% of the cost of manufacturing. Company classification. For example; large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. REQUIREMENTS A requirement exists to procure and deliver the NGL Assembly, Flush Deck, Part Number 613474-7, consisting of the NGL Buffer Valve Manifold (P/N 615845-17), Charging Panel (P/N 628308-1), Buffer Assembly (P/N 34000D1560380), Approach Track (P/N 622017), Wheel Guide Bar (P/N 628900-2), engineering test reports, and an Integrated Master Schedule in support of CVN-80. The required Nose Gear Assembly, Flush Deck are Critical Safety Items (CSIs) with a Required In Yard Date of 17 Mar 2026. The NGL Assembly guides the aircraft during taxi to the launcher, provides a coupler to the aircraft via a holdback bar, and provides tension to the launch bar in preparation for the launch. Due to the CSI designation any departure from the requirements could result in loss in life, serious personnel injury, loss of a combat system and/or the loss of the aircraft. In addition the subsystem requires highly specialized manufacturing processes to include welding, non-destructive testing, magnetic particle testing, workmanship, and material certification. Items are Critical Safety Inspection items that will require manufacturing and testing compliances and reports to be delivered to the Navy. CAPABILITY PACKAGE SUBMITTAL INFORMATION AND INSTRUCTIONS It is requested that interested businesses submit to the contracting office a brief product information package demonstrating manufacturing and testing capabilities for manufacturing steel wire cable assemblies in accordance with Government-owned technical data drawings which contain technical data whose export is restricted by the Arms Export Control Act. In order to receive the Government-owned technical data / drawings, interested vendors must forward a current, approved DD Form 2345 "Military Critical Technical Data Agreement" to Jonathan Lopes, Contract Specialist, via the email specified in this solicitation. A submitted DD Form 2345 will be validated as being current with the Defense Logistics Agency's Logistics Information Service – Joint Certification Program. For DD Form 2345 information, visit the DLIS website at http://www.dlis.dla.mil/jcp. This documentation should address the following: Company Name; Company Address; Cage Code; Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.
