The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with Solar Stik, Inc. for fifteen (15) Solar Stik Uninterruptible Power Supplies (UPS). Solar Stik UPSs are the only power converters that meets the unique combination of requirements for a portable transit case UPS that is rugged, capable of operating in austere environments and tolerating exposure to extreme temperature ranges, provides the required backup power, accepts DC input power, and is stackable and lockable with existing Specialized Mobile Radio Transit System – Base station systems for secure transportation. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
